What is valid to this day in Greece
The urban planning uncertainty that has prevailed in recent years, especially after the forced abolition of off-plan building by decision of the Council of State, has led many property owners to find ways to utilize plots and plots of land.
One of the solutions included in this category is the possibility of placing "alternative" houses, such as mobile homes and mobile homes.
But what is true in this case? Can a caravan or mobile home be placed on the plot/plot legally without planning permission?
Because these constructions have the equipment of a house and are transported and placed on the ground without building work using building materials e.g. reinforced concrete, brickwork, bricks etc, many property owners believe they can install them legally, without requiring a building permit. However, many are unaware that according to the urban planning legislation, a building permit is required for any structure that is located on the ground.
That is why, before buying and placing any structure on their property, citizens should consult an engineer in order to determine whether their project is legal or not.
Under what conditions can I legally place a mobile home on my plot?
The temporary placement of a caravan is permitted, which has a valid registration permit from the Ministry of Transport, has a registration number and is towed by a vehicle. car. The caravan can be placed on privately owned land, as long as it is not designated as an archaeological site, seaside, beach or forest area.
But be careful, because the caravans must be on wheels and have a traffic sign (normally). If they are "grounded", i.e. immovable, then this is a Construction Overage.
Can I connect my caravan to the water/electricity networks?
According to Circular 27860/4450/34/23-3-88 of the Ministry of the Environment on "Installation of a Caravan-Caravan", caravans that are not moving vehicles and trailers from I.X. cars with the registration number of the Ministry of Transport, as long as they fall into the category described by par. 17 of Article 2 of the General Building Regulation (L. 1577/1985, as amended by L. 2831/9-13-06-2000), i.e. they become facilities with a permanent dependence on the environment in which they are installed and are firmly connected to it (e.g. fixed connection to the ground, construction of a cesspool, connection to networks) or serve for the residence of people or animals, the performance of work or the exercise of a profession, storage or placement of things, machinery, etc., in order to be installed on a field or plot of land, they must have permission from the Service responsible for issuing building permits, which judges them according to the applicable urban planning provisions.
Can I get a small scale permit to build a concrete base, a pergola, a fence and a pit?
No. The constructions of the concrete base style, wall, sheds, cistern and etc., fall under the provisions on arbitrary. It is allowed to build a pergola without a permit up to 50 m2, but there must be a legal residence within the plot. Also, the concrete base is not subject to the small ground formations up to plus/minus 0.80 m from the natural ground using natural loose materials, which is allowed without a building permit from the urban planning legislation. So is concrete fencing. Even the cesspool and any underground tank require a building permit.
What about mobile homes?
The term "mobile home" does not exist in urban planning legislation. The mobile home is also a trailerable, wheeled structure that is governed by all Department of Transportation trailer laws and regulations. It belongs there and is controlled from there. It should have its own number plate, have wheels so that it can park in any privately owned plot (with a relevant parking permit) and move within the plot when requested by the relevant authority. In no case, however, does the mobile home qualify as a home and cannot be supplied with electricity (even if photovoltaic panels are installed instead of connecting to the PPC) or legally supplied with water. If it is firmly connected to the ground (remove wheels or connect drainage, etc.) then it is considered a fixed building and is controlled by the Town Planning authorities. Anything that is not a mobile home with a license from the Ministry. of transport is considered stable and requires a building permit (circular 34/1988).
Can I get a building permit for a mobile home?
No. Because anything that is not a mobile home with a license from the Ministry of Transport is considered stable and needs a building permit. But the mobile home does not fall under the category of prefabricated houses, for which a Building Permit can be issued under certain conditions.
Why doesn't urban planning give me a building permit for a car villa?
The Greek building regulations (NOK) consider construction any safe technical project that has specific specifications for stability, hygiene, insulation, materials. etc. according to the integrated energy design of buildings (KENAK). The mobile home does not cover these regulations because it is a lightweight construction. It is usually made with a wooden or metal frame. For the interior masonry, plasterboard is mainly installed, while externally either a type of wood, coated with plaster, or aluminum sheets are applied.
So what exactly is a mobile home?
As can be seen from its name, a mobile home is a house that is on wheels, i.e. on wheels, while it is often called a "mobile home". But the fact that it is on wheels does not mean that it is a type of caravan used for travel, nor is it certainly a means of transport. On the contrary, it is a stable and permanent solution for the accommodation of people.
Mobile homes are allowed throughout Europe. Why are they banned in Greece?
Because the design of the buildings takes into account the living conditions, the weather conditions, the seismicity of each area. Because these constructions are in great demand in Northern European countries, they are built with their own standards that do not apply in Greece.
Many suppliers on the internet advertise mobile homes that do not need planning permission. Apply;
Indeed, there are many imported constructions of this type that are even accompanied by the import papers and other certificates on how they were built. But be careful! When they are placed on the plot and connected to drainage and water supply, they are classified as arbitrary construction and are controlled by the Town Planning authorities.
